Senior Local Content Specialist – Procurement

Job Purpose

The Senior Local Content Specialist – Procurement leads the organization's work to meet its local content targets. The role develops local content strategies and oversees their implementation, monitors compliance across procurement and contracting activities, and develops local suppliers. All of this work follows the regulations of the Local Content and Government Procurement Authority (LCGPA) and supports Saudi Vision 2030.

Qualifications

Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Finance, or a related field.

Key Responsibilities

  • Lead the development of local content strategies and plans for procurement activities, and oversee their implementation.
  • Measure, monitor, and report local content performance across contracts and tenders to senior management.
  • Make sure suppliers and contractors meet local content requirements at every stage of procurement.
  • Evaluate the local content parts of supplier bids during technical and commercial evaluations.
  • Identify, qualify, and develop local suppliers, and maintain a local supplier database.
  • Apply the LCGPA Mandatory List and local product price preference mechanisms.
  • Include local content requirements in RFPs, tender documents, and contracts.
  • Work with Procurement, Finance, Legal, and project teams on local content matters.
  • Prepare periodic local content reports, dashboards, and compliance documentation.
  • Lead supply chain localization initiatives and increase local spend.
  • Provide guidance and technical support to team members on local content matters.
  • Stay up to date with changes in local content regulations and policies.

Requirements

  • Saudi National – Mandatory.
  • Minimum 3 years of experience in Local Content, Procurement, Supply Chain, or a related field.
  • Strong knowledge of LCGPA regulations, the Mandatory List, and local content calculation methodologies.
  • Experience in local content measurement, reporting, and compliance monitoring.
  • Experience in supplier development and localization initiatives.
  • Experience with government entities or PIF portfolio companies is preferred.
  • A professional certification such as CIPS, CPSM, or CSCP is preferred.
  • Experience with ERP systems such as SAP or Oracle is a plus.
  • Strong analytical, reporting, and stakeholder management skills.
  • Excellent communication skills in Arabic and English.
  • Proficiency in Microsoft Excel, PowerPoint, and Power BI or other reporting tools.
