Procurement & Contracts Specialist

Job Purpose

The Procurement & Contracts Specialist is responsible for managing end-to-end procurement and contracting activities for a project with one of the Public Investment Fund (PIF) portfolio entities, including sourcing, tendering, bid evaluation, contract drafting and negotiation, and contract administration, ensuring compliance with the entity's policies, procurement regulations, and governance requirements while achieving value for money.

Qualifications

Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Law, or a related field.

Professional certifications such as CIPS, CPSM, or CCMP are a plus.

 

Key Responsibilities

Manage the full procurement cycle from requirements definition through sourcing, tendering, evaluation, and award.

Prepare RFIs, RFPs, RFQs, and tender documents in line with the entity's procurement policies and procedures.

Lead technical and commercial bid evaluations and prepare award recommendations.

Draft, review, and negotiate contracts, agreements, and amendments in coordination with legal and business stakeholders.

Administer contracts throughout their lifecycle, including change orders, variations, renewals, and close-outs.

Monitor supplier and contractor performance against KPIs, SLAs, and contractual obligations.

Identify and mitigate procurement and contractual risks, and support the resolution of claims and disputes.

Ensure compliance with governance frameworks, delegation of authority, and applicable regulations.

Conduct market analysis and supplier assessments, and support local content requirements.

Maintain accurate procurement and contract records, registers, and reports.

Coordinate with project teams, finance, legal, and senior management to meet project timelines.

Contribute to the continuous improvement of procurement and contracting processes and templates.

Requirements

Minimum 4 years of experience in Procurement and Contract Management.

Availability to join immediately.

Experience working with government entities, PIF portfolio companies, or large-scale projects is preferred.

Strong knowledge of tendering processes, bid evaluation, and contract administration.

Solid understanding of contract types, commercial terms, and contractual risk management.

Knowledge of the Saudi Government Tenders and Procurement Law and local content requirements is a plus.

Strong negotiation, analytical, and stakeholder management skills.

Excellent written and verbal communication skills in Arabic and English.

Proficiency in Microsoft Office; experience with ERP / e-procurement systems (e.g., SAP Ariba, Oracle, Odoo) is preferred.
