Procurement Planning Consultant
Job Purpose
The Procurement Planning Consultant is responsible for developing and implementing procurement plans aligned with the organization's strategic and operational objectives. The role involves analyzing procurement requirements, developing annual and strategic procurement plans, monitoring execution, identifying improvement opportunities, and providing recommendations to enhance procurement efficiency and effectiveness.
Qualifications
- Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Engineering, or a related field.
Key Responsibilities
- Develop and maintain annual and strategic procurement plans based on business requirements and approved budgets.
- Analyze departmental requirements and translate them into clear and actionable procurement plans.
- Review and consolidate procurement requests based on priority, value, and sourcing requirements.
- Analyze procurement and spend data to identify cost-saving and efficiency opportunities.
- Develop and monitor procurement schedules and ensure alignment with approved procurement plans.
- Coordinate with Finance, Operations, and business stakeholders to ensure accurate and effective procurement planning.
- Monitor procurement plan execution and track progress, delays, and deviations.
- Identify procurement planning risks and challenges and recommend appropriate solutions.
- Support market studies and analysis of suppliers, pricing, and market trends.
- Develop procurement planning KPIs and prepare periodic performance reports.
- Support the enhancement of procurement policies, procedures, and Procure-to-Pay (P2P) processes.
- Ensure procurement plans comply with applicable policies, procedures, and regulations.
- Provide advisory support and recommendations to management and stakeholders regarding procurement priorities and plans.
Requirements
- Saudi National – Mandatory.
- Minimum 5 years of experience in Procurement Planning, Procurement, Supply Chain Management, or a related field.
- Preferably experienced in government or semi-government entities.
- Strong knowledge of Procurement Planning and Procurement Strategy.
- Experience in developing, monitoring, and optimizing procurement plans.
- Knowledge of government procurement regulations and procedures is preferred.
- Experience in spend analysis, procurement performance, and identifying cost-saving opportunities.
- Strong analytical, problem-solving, and stakeholder management skills.
- Proficiency in Microsoft Excel, PowerPoint, and procurement/data analysis tools.
- Strong communication and reporting skills with the ability to work effectively with multiple departments and stakeholders.
